We are dedicated to ensuring the safety and security of the Jefferson College Hillsboro campus through continuous foot and vehicle patrols—24 hours a day, 365 days a year. Our sworn police officers are authorized to enforce federal, state, and local laws, as well as all policies and procedures established by the Jefferson College Board of Trustees.
While our primary focus is the Hillsboro campus, we also provide limited services to the Arnold site.
Our department maintains strong, collaborative relationships with the Jefferson County Sheriff's Office, Hillsboro Police Department, and Arnold Police Department to ensure coordinated support and assistance when needed.

Campus Training
the police department will provide periodic training for the campus community throughout the year covering multiple topics in security and emergency management.
Escorts
Police Officers are available to provide escort service to and from any location on the Jefferson College Hillsboro campus (24/7) and during operating hours at the Arnold campus location. Please be patient when calling as officers may be busy handling other calls. All escorts provided will be a "walking" escort. No rides/escorts in a police vehicle will be provided.
Jump Starts
Officers will assist stranded motorist on the Jefferson College Hillsboro campus. In most instances, officers will provide a jumpstart for vehicles that do not start. However, with the new computer and diagnostic equipment in newer vehicles, officers may not be able to provide the service. If the officers can not provide the service they will assist the motorist in helping locate a local service provider that will help them.
Keys Locked in Your Vehicle
If you lock your keys in your vehicle, campus police officers will assist you in getting your keys out of your vehicle.

Emergency Preparedness: Quick Response Guide
An Emergency Response Guide is posted on every floor of all campus buildings to help Jefferson College personnel respond quickly and effectively during emergency situations.
Whether it’s an accident, injury, crime, or natural disaster, emergencies can happen without warning. The Emergency Response Guide Flipchart is designed to minimize the impact of such events by providing clear, step-by-step instructions.
Please take a moment to locate the guide in your building and review its contents. Being familiar with the guide can make all the difference in responding appropriately and efficiently during a crisis.

Jefferson College Police Department
Jefferson College intends to provide a drug free, healthful, and safe educational environment for students and other members of the College community.
The unlawful manufacture, distribution, dispensation, possession, or use of a controlled substance or alcohol on Jefferson College owned or controlled property, or at any College sponsored activity, is expressly prohibited by the Student Conduct Code. Violation of this policy by students will result in disciplinary action including suspension or dismissal. In addition to College disciplinary actions, violators of this policy are also subject to civil prosecution where the offense is prohibited by state. Statutes of the State of Missouri and federal or local municipal and county governments shall take precedence over any actions taken by Jefferson College.
Student violations of this policy are to be referred to the Vice President of Student Services or another appropriate College official for disciplinary action, and / or legal prosecution. College disciplinary actions may be accompanied by a requirement of satisfactory attendance in a drug / alcohol abuse assistance or rehabilitation program as a condition of future attendance at the College.
Jefferson College recognizes drug/alcohol dependency to be an illness presenting major health problems ranging from temporary disorientation to permanent organ damage or death.
Students needing assistance in dealing with drug/alcohol dependency are encouraged to make contact with College staff who will provide confidential assistance, information, or appropriate resources in the area.
Jefferson College will inform students and employees of the College Drug and Alcohol Abuse Policy on an annual basis and provide information on community resources available to assist individuals deal with drug/alcohol related problems. Additionally, the College will make drug/alcohol abuse information and educational information available to members of the College community on an ongoing basis and will review its Drug and Alcohol Abuse Policy and prevention efforts biennially.
Jefferson College prohibits the unlawful possession, use, or distribution of drugs and alcohol by students and employees on its property or as any part of its institutional activities. Health risks associated with the use of illicit drugs and the abuse of alcohol and other drugs range from temporary disorientation to permanent organ damage or death. The College will impose sanctions on students and employees up to and including expulsion from College or termination of employment, and referral for prosecution for violations of the College standards of conduct. Legal sanctions under local, state and federal law for unlawful possession, use, or distribution of illicit drugs and the abuse of alcohol extend up to seven (7) years in prison and/or a $10,000 fine for a Class A Felony.
- Reports of students missing from the Viking Woods residences are directed to the Police Department Supervisor who investigates the report and initiates the notifications and missing person activities as appropriate.
- Each student living in the Viking Woods on-campus student housing facility has the option to register a confidential contact person to be notified in the case that the student is determined to be missing and that only authorized campus officials and law enforcement officers in furtherance of a missing person investigation may have access to this information.
- All Viking Woods residents are advised, even if they have not registered a contact person, that the local law enforcement will be notified that the student is missing.
- All Viking Woods residents, less than 18 years of age and not emancipated, are advised that their parent or guardian must be notified.
- All missing persons reports are submitted to the Police Department Supervisor who ensures that the official missing student reports are referred immediately to local law enforcement as appropriate.
- When an individual reports to a Viking Woods Residential Advisor or the Director that a resident has been missing for 24 hours, the Director immediately contacts the Police Department Supervisor who initiates the investigation and missing person procedures.
- All faculty, staff and students must register their vehicles with Enrollment Services' Office and display a valid parking permit while parking on any of the Jefferson College campuses. A parking permit shall be displayed only in the vehicle that it is registered to.Parking permits are to be affixed to the lower, right (passenger side), corner of the window, in plain view, with the permit number visible.
- Vehicles may only park in areas where the class of permit they have received is valid.
- Except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer or other traffic control device, no person shall:Stop, stand, or park a vehicle:
* On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
* On a sidewalk;
* Within an intersection;
* On a crosswalk;
* Between a safety zone and the adjacent curb or within 30' of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
* Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic;
* At any place where official signs prohibit parking.Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
* Within 15' of a fire hydrant;
* Within 20' of a crosswalk at an intersection;
* Within 30' upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway;
* At any place where official signs prohibit standing.Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading and unloading merchandise or passengers:
*At any place where signs prohibit parking.Parking on grass is strictly prohibited and no vehicle may occupy more than one space (double parking). - Only visitors may occupy spaces designated as "Visitor Parking". Faculty, staff, students, food service amd maintenance employees, etc., are not considered Visitors and are not permitted to park in Visitor spaces.
- Parking regulations are enforced 24/7. All posted regulations shall be considered enforceable at all times.
- All overnight Viking Woods visitors are required to register their vehicles and obtain a visitor's pass from the Viking Woods Housing Office.Parking at Viking Woods is restricted to Viking Woods residents. A resident parking permit is required to park at Viking Woods. Any vehicle without a resident parking permit is subject to tow from the property at the vehicle owner's expense.
- All persons who stop, stand, or park a vehicle upon Jefferson College property, shall observe and comply with all Jefferson College regulations, ordinances of Jefferson County, City of Hillsboro, and/or City of Hillsboro (depending on campus location), and Missouri state laws. violations of these laws/regulations may subject the offender to whatever penalties shall be assigned by courts or College judicial/administrative process.
- No person shall park in a designated handicapped space without a state issued handicapped placard. Faculty, staff, and students who are eligible to access Handicap Parking spaces are also required to display the appropriate College parking permit (faculty, student, resident) parking permit as well as the state issued handicap placard. Violators are subject to a fine not only by the College but the appropriate campus jurisdiction (Jefferson County Sheriff's Office, City of Hillsboro, or City of Arnold).
- If a person abandons property (any unattended motor vehicle, trailer, all-terrain vehicle , outboard motor or vessel, whether or not operational) on Jefferson College, without the consent from college faculty/staff or JCCPD officer; a JCCPD officer may authorize a towing company to remove such abandoned property from the property, at the vehicle owner's expense in the following circumstances:*The abandoned property is left unattended for more than 48-hours.
* In the judgment of a law enforcement officer, the abandoned property constitutes a safety hazard or unreasonably interferes with the use of the real property by the person in possession;
* A law enforcement officer may also provide for the towing of motor vehicles or vessels from real property under the authority of any local ordinance providing for the towing of vehicles or vessels which are derelict, junk, scrapped, disassembled or otherwise harmful to the public health under the terms of the local ordinance.
* Neither the law enforcement officer, nor anyone having custody of abandoned property under his or her direction shall be liable for any damage to such abandoned property occasioned by a removal authorized by this section other than damages occasioned by negligence or by willful or wanton acts of omissions. JCCPD may also authorize a towing company to remove abandoned property or property parked in a restricted area where posted.
- All persons who operate or drive a vehicle upon Jefferson College property, shall observe and comply with all Jefferson College, Jefferson County, City of Hillsboro, and/or City of Arnold regulations and ordinances. Violations may be subject to the offender to whatever penalties shall be assigned by courts or College judicial/administrative process.
- The speed limit on college property shall be 20 M.P.H on the roadways and 10 M.P.H in the parking lots unless conditions exists that warrant a reduction in these speeds, (i.e. weather, construction, pedestrians, etc.)
- All vehicles are required to obey all traffic control devices (i.e. stop signs, speed limit signs, crosswalk signs, yield signs, etc.), unless otherwise directed by a traffic official or law enforcement office, subject to the exceptions granted the driver of an authorized emergency vehicle in the law..Violators will not be held responsible, if at the time of the violation, the traffic control device was ot in proper position or sufficiently legibly to be seen by an ordinarily observant person.
- No vehicle shall operate in a careless or imprudent manner. Every person operating a motor vehicle on Jefferson College property shall drive the vehicle in a careful and prudent manner so as not to endanger the property or another or the life or limb of any person and shall exercise the highest degree of care.
- Pedestrians' Right-of-Way in Crosswalks: when traffic control signals are not in place or not in operation the driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield.
- All vehicle operators are required to obey directions given to them by any Campus Police Officer or designated law enforcement official.
- Tobacco Free/Smoke-Free: This regulation applies to all faculty, staff, employees, students, contractors, performers, and visitors.The use of all tobacco and smoke related products is prohibited on all properties owned or leased by Jefferson College, including buildings, facilities, and student housing, as well as outdoor areas such as sidewalks, parking lots, athletic fields, and common areas.The terms "tobacco and smoke related products" include cigarettes, cigars, pipe tobacco, smokeless/chewing tobacco, electronic cigarettes, herbal smoke products, hookahs, beedies, and any other smoke related substances or products the college chooses to prohibit.Smoking is permitted inside of personal vehicles, while sitting inside the vehicle with doors closed, windows may be opened. Smoking is not allowed on motorcycles or non-motorized vehicles such as a bicycle.
- Littering: A person commits the offense of littering if he/she places, deposits, or causes to be placed or deposited, any glass, glass bottles, wire, nails, tacks, hedge, cans, garbage, trash, refuse, cigarettes, or rubbish of any kind, nature or description on the right-of-way of any roadway, parking lot, any of the waters, or any land or water owned, operated or leased by Jefferson College without the owner's consent.
Jefferson College encourages the accurate and timely reporting of all crimes to the Police Department. You may stop by the Police Department in person, or by phone at (636) 481-3500 or Ext. 3500 from a campus phone. For emergencies, dial 911 and a JCPD Officer will be dispatched to your location.
Victims of Sexual Violence (covering Sexual Assault, including Rape, Fondling, Incest and Statutory Rape; Domestic Violence; and Dating Violence and Stalking) have options regarding the involvement of law enforcement authorities and campus authorities. Students have several options, including the option to notify law enforcement authorities about the offense, the option to be assisted by campus authorities in notifying law enforcement if they choose to do so, and the option to decline to notify such authorities.
Please know that filing a police report with the JCPD will be kept confidential, and not obligate the victim to prosecute.
Filing a police report will:
- ensure that a victim of sexual violence receives the necessary medical treatment and tests, at no expense to the victim.
- provide the opportunity for collection of evidence helpful in prosecution, which cannot be obtained later. (Ideally a victim of sexual violence should not wash, douche, use the toilet, or change clothing prior to a medical/legal exam).
- ensure that the victim has access to free confidential counseling from counselors specifically trained in the area of sexual violence crisis intervention.
- ensure that the victim has access to information to obtain or enforce a no contact directive or ex-parte/protection order, as issued by the court.
All college regulations are subject to college citations with fines ranging from $25.00 - $100.00. Any state law or local ordinance violations are subject to a court citation with fines regulated by its respective judge. Jefferson College reserves the right to change these procedures without notice.
Jefferson College’s Annual Security & Fire Safety Report is available online at www.jeffco.edu/clery-asfsr/. The report contains campus crime statistics as well as information regarding campus safety and security for the Jefferson College Hillsboro and Arnold Campuses, including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (timely warnings and emergency notifications); programs to prevent dating violence, domestic violence, sexual assault, and stalking; the procedures the College will follow when one of these crimes is reported; crime statistics for the three most recent calendar years, and other matters of importance related to campus safety. The report also contains fire safety policies and procedures as well as fire statistics for any fires occurring in an On-Campus Student Housing Facility on the Hillsboro campus.
